It probably won't be until the .xxx domains are available (with a mandatory 2257/Custodian of Records stipulation). Then they will use it to scare the non-.xxx webmasters into paying for the .xxx domains, where the Custodianship info won't be as public (it will be part of the domain registration).
The fact that so many webmasters were scared into shelling out $300 each for temporary FSC relief makes me think that they will be more than eager to shell out $60 for a little more peace of mind.
