If people were dying on that massive scale in the states it'd be page 1 and people would be doing something about it instead of just shrugging their shoulders to it.

Actually, maybe you're all ignoring the fact that Europe is over 2k years old - most buildings have historical status therefore, you can't just plop the new A/C from the window or tear down the walls and re-wire the building for central air & plop it on top of the roof. Most new construction complexes have it built in, but little towns where electricity is expensive & sometimes scarce (European countries import alot of their electricity), alot of the older folks work their own land - you aren't going to find air conditioners all over the place - it's just not the way it's going to be. Even if you give them the old air conditioners, chances are, they won't use it cuz it's expensive.
You will find fans alot but moving around heat isn't exactly helpful unless there's some type of cool breeze.
I was in Sicily in the month of August one year it hit 48 where I was at - and in neighbouring towns it was 50 - NEVER again unless I'm guaranteed air conditioners everywhere I walk.
