I think the best scheme is to have primary producers and sponsors to hold records and then if the sponsors agree to "vouch" for an image should that image be investigated on an affiliates/webmasters site. It would seem good faith to extent protection to your affiliates. You don't have to release the release to them, simply say yes or no and to forward a request for proof to the sponsor and the sponsor then just shows the record. No disclosure, a little more work for the sponsor, but the sponsor already knows their content is compliant.
