I woked in telco 8 years. Dealing with both resi and business. I also had customer's with call centers, as well as the companies I was with. Plus people came from telemarketing companies to work for the telco's and told us the stories.

Maybe small fries call from lists. But mid to large have a computer system set up with a number database (kinda like if you have good credit, socioeconomic status, etc, etc). Anyways, the computer dials out based on that list. As the number pool for their 'campaign' start running out, you get calls from the same company a lot more frequent til they talk to you. That's why one company will start calling you more and more over the course of a week, month, etc.

The pause is a dead give away. But if you are not on the do not call list, and you do not tell them to take you off, they keep calling. With the do not call list, keep in mind ANY business you gave your number to can call. This would be like a Sams club, place you bought something online, Radio Shack, car dealer, etc, etc. Because you gave them your number, they have the right to make those 'courtesy calls' (aka upsells).
