The point is that the 70 year old should be able to keep his shit hole if he wants to, otherwise he never really 'owned' it in the first place, and neither will whoever occupies it next.
What this really does is leave too much wiggle room for blatant corruption since any private holding could periodically be seized and sold to a new owner. It's easy to justify that any new project is good for the local economy if it's going to keep people employed consrtucting new buildings for new owners in the same spot every few years.
