Why wouldn?t the FSC want a deal? The fact is people need to be busted.. Tons of CP is being produced and passed around. Newsgroups, p2p, yahoo, etc. Now they can still go after the people that need to be busted and let the current FSC members have a safe period to get ready for the inspections.

This law isn?t a bad thing, it just had some bad points.
