You are so fucking clueless...
Let me explain it to you the way a gov't employee should be so you can see the extent of what he did.
You get a letter in the mail from the IRS saying you owe money pay up. You remove the bottom portion (payment voucher) and throw away the top portion (the letter detailing your tax woes). Fris comes along and digs through your trash after you left it by the street (world readable files in world readable directories). He offers you a credit counseling service and a home equity loan and other financial offers. Says he can fix you up real nice if you pay him to.
You decide not to and apply for credit somewhere and they check your report and say your credit stinks. You cannot blame Fris and call him an extortionist because he won't help you with your debt unless you pay him to do so.
He also didn't trespass (hack you) because he access information that in its current form was publically available.
He never hacked you and you obviously don't know what hacking is.
