I believe the person seeing a potential blacklisting problem was thinking in terms of free sites and TGP submissons. Most of the checking software used by such sites will delete automatically any site/gallery which does not return a 200 (document found) header and if it tries to reach a gallery which has been removed and encounters anything but a standard 404 error, can automatically ban the webmaster and all his galleries, or at least suspend them pending manual attention.

Against that, most TGP and free site operators do not penalize submitters who remove sites and galleries without redirection, unless they do so too soon after submission.
