Yes it is. The prices on food in Moscow are even cheaper than in other cities because most of products here are distributed from moscow, so they are getting a bit more expensive after adding the transport expenses. Course this is not related to ALL the products, so the average price nearly the same in whole Russia. Some products are cheaper in Moscow, but some ones are cheaper in other regions.
