I will stay far away from calling myself the best as I think it is a lame thing to do unlike some others lol
Best imo are MikeW (wyldesites) and Bruno (dickmansdesign), after them I think webinc, golddesign and a few others who do excellent work.
On another note, I think a client should just check through portfolios to see what attracts them most and what they think would work best for their needs and budget. Its realy hard to say as imo the best design comes down to conversions and not how pretty it looks ;)))
