We pay less than $7 at Stargate. To get the really low prices you usually have to have 1000 +/- domains that you're registering or moving to them. Try contacting them and seeing how low they will go.
You can get a good deal with eNom as well if you've got a lot of domains. eNom's web interface is a little easier to use than Stargate in my opinion, but their prices are a tiny bit higher.
I can't imagine anyone can sell domains for $5, isn't the NetSol fee more than that for the registrar?
