it would depend on what i wanted to do. epoch is great for cross sales, upsells, and cancellation emails offering better prices to cancelling members.
ccbill is good for affiliates - their affiliate program is simpler, has more features and much better stats.
both are good processors, and both have paid us for years with no major problems.
