People have been saying for years that it wouldn't happen because Companies like AOL used recurring billing too. Not so long ago Visa made a distinction between Adult and Mainstream online transactions. This opened the door for them to change how recurring works for Adult without affecting big mainstream clients like AOL.
As I was typing my response I googled mainstream+adult+billing+visa and came across this link.
