What that chart actually shows is that 32% of whites were actually poor enough to go to public health care where their HIV would be reported.
If I had HIV my doctor would not report it and neither woud yours.
Think about it: If you knew you would get on a "black list" of AIDS carriers and lose a job or insurance by going to see a particular Doctor; would you go to him/her? You doctor already thought about it.
