If you mean 'are chargeback numbers higher when you have an offshore merchant account vs a US based merc'
then the answer is - chargeback ratios depend on how well you explain your return/refund policy, how well you comply to that policy, and if you give access to customer support for your customers .. not so much where the merchant account is based from.

if you meant ' what are the card association allowances for offshore vs US based .. then kk is right, MC is across the board BUT there are some solutions where banks have risk management companies manage their high risk portfolios. When this happens (which is getting more and more common) then the risk-management companies may allow higher percentages while they work with you to lower them.

Having said that, discount rates for US based mercs will always be lower than offshore .. especially if your digital product doesn't happen to fall in the high-risk arena.
