That strategy is great if you're the only webmaster promoting their sites on that search engine. What's to stop you from taking those keywords and going to another sponsor? Why would a sponsor bother giving them to affiliates and just do it inhouse and keep the profits for themselves (almost every sponsor does have an inhouse PPC manager these days).
