As for visiting Mexico while in San Diego, It is safe, just dont put your self in to a bad situation. The same laws that you obey in the US, you obey here, or it will cost you. Some laws dont apply, but as for safety, keep your eyes open and your brain in gear, and you wont have any probelms.
