I just spent a week in Mexico in Cozumel/Cancun/Playa Del Carmen/Tulum.... and it wasn't bad at all... we were warned a lot... from locals... but never had any problems... Had a great time, I love the way they drive down there... it was fun cause we had a rental car. It's probably a lot different up North though.
