The challenge with kids is that the parents can be VERY careful and still experience tragedies like this. Kids will dart out in front of cars in a split second, often times reflex alone is all parents can rely on.
I know I've grabbed my 2 yr old boys hand several times before he had to the chance to jump in front of danger... I didn't even have time to think about it, it was simply a parents reflex.
Very tragic story.
