being bizarre would include laughing and then staring while wearing a skirt made of dead salted fish. carrying weapons of this type seems a little more dangerous than bizarre.
i have friends who were held on suspicion - basically of nothing - for several hours. this guy shows up with several large and dangerous weapons, and they can't politely invite him into an office while they make some calls?
