Unless they can figure out a way to attach it as a rider to a propsed law that one side of congress wants to pass, but has to offer something to get the other side support. unfortunately it's is neccessary evil. without it, few laws would never get the majority vote needed to pass.
i find it very unlikely, but do you have any idea how many proposed laws have riders attached that have nothing to do with the proposed law. it happens all the time.
without spending a bunch of time on this, it's the same as when a car dealer tells a bank, "i will let you finance all my car buyers, but you have to approve a % of marginal credit buyers and not just good credit buyers". the banks hate this, but if they want the business they have to agree.
