He builds them with free scripts usually on hosting that he's gotten in some kid of deal...because he's short on money.
The one I bought had some graphics that someone else did for him...in return he had their link on the page.
When I removed the link, he told me that I was required to keep it there because that's the deal he made with the designer.
Do what you want, buy the site...but be sure to come and do a follow up when he fucks you over.
