The passport is very prevelant in the EU because only some countries agreed, I think it was The Treaty Of Rome, to remove border controls. If you travel in or out of the UK you require an passport or official ID, not 100% sure on the official ID as we all carry passports here.

Europeans expect to travel to more countries then people in the US, whether they do or don't is not what they "expect" to do.

The idea that models change their address is very true. They get the ID when they are 15 to 17, when they live at home. Aaron tell the girls you will be giving IDs to people who will distribute them to 1,000s and they are safe because the address on the ID relates to where Mum and Dad live.

That should get you loads of models.
