I once had a similar problem with trash moving in next door. After about a year of not getting any satisfaction from police or animal control, I solved the problem myself. They were renters of course, so I just contacted the property owner and bought the house out from under them. Got rid of them, cleaned up their mess, and made a nice profit on resale.
