Yea.. it's easy to criticise cops, but the majority do a half-decent job when they are seriously needed!!
On that beach incident - in the end they requested and got assistance from the FBI lab and also from Scotland Yard (London) officers, but the damage had already been done at "grass roots" level. The first few hours after a crime are obviously very important.
Cops on the islands just don't experience this and rarely have facilities/procedures in place - they can hardly stop from shooting themselves in the foot :-) (Yea.. I'm serious!!! *s*)
