Good idea in theory, but here's what's wrong with it...

1.) Anybody that knows how to create quality galleries that convert would never be willing to give that up for $15. They can submit it themselves and get a good number of sales from it.

2.) Due to what I mentioned in #1, you're going to end up with shitty hosted galleries that don't convert. That reflects poorly on you and doesn't make anybody money.

Tune your idea up a notch and offer 5-10% of all sales made from that gallery. Now THATS incentive and will bring you positive results.
