yes that is excessive force. they could have tried to yank her out of the car... i understand shes a fucking idiot for not just getting out, but there is no reason to taser her... ESPECIALLY the second time... shes saying she cant get her arm behind her back and he shocks her again...
why didn't he try and pull her out of the car? he opened the door just fine and was able to see if she had a weapon or not. he should have at least attempted to pull her out before tasering her
