$300 for a custom cartoon? So basically he only worked on it for like 3 - 4 hours? Were you expecting something special for that low of a price?? Last Logo I designed went for $3,000, one before that $2,500. I require 1/3 payment before starting, 1/3 after the initial designs have been approved and 1/3 when finished... that's the normal way of graphic design.
If you didn't pay the guy, what the fuck do you care? $300 is pretty fucking cheap, personally I wouldn't even touch a project for under $2k.
