The feature should work for anyone with SMS capability.

ePassporte doesn't charge anything for the service, however, some mobile carriers will charge you per SMS message. Also, depending on the carrier, SMS messages aren't always instant so foreign carriers may not work as well as U.S. but, hey, test it and see.

If you have a web/java enabled phone, you can download an application to your phone which may be better for some carriers than SMS. I use it. I love it. I wish my bank did that!
