I think you misunderstood the post - I believe he meant it was the "handcuffing" part that was funny. As in, did they really need to handcuff a guy (oooo, he could be dangerous!!!) for this kind of infraction?
Here in Toronto, for most crimes they will just call you and ask you nicely to turn yourself in. No cops banging on the door, no handcuffs, etc. etc.
And no, for stupidest post of the month see any of BRISK's comments on the Miss Universe pageant. Poor guy really has it in for us Canucks!!
