Not exactly public when some of this take palce on their bus. Fact is they already got into trouble once when it turned out a couple of girls they filmed a few years back( including one on the cover of one of their videos ) was only 17 years old at the time.
Alsoa re you saying I can take pics of a 13 girl who is topless and post is on the web as long as she was in public?
