The problem is that the baggage handler supposed to intercept it at Sydney fucked up and left it in the boogie board case where it went to Bali.

yeah no doubt baggage handlers do move some drugs around like that, though I reckon it's easier to truck it interstate, there's no risk
it only makes sense to import / export drugs via airports because you can get it through security
