Its an interesting position to be in.
They are terrorists no doubt, but they work in such a way that it would be unconstitutional to say "You groups aren't allowed." As long as they aren't physically targeting people they aren't breaking the law. It's free speach that protects them.
I am a huge proponent of free speech, but its situations like that that make me think twice.
