Because there are still questions as to what constitutes a valid ID for some people...and it also has to do with a trust issue.
If it were my company, and I was buying content..which I have bought from you and Paul Markham in the past I would want to know that with 100% certainty that the guy who sold it to me is 100% compliant..you may very well be and I'm sure you are..however you are elsewhere, outside the arm of the US law that I HAVE to abide by..you don't. Buying from an American content provider would at least ensure in my mind that it is in his best interest to maintain impeccable records or risk jail time.
