Well, brother/sister incest (assuming no large age difference) is a whole different ballgame from parent/child incest.
Parents have a custodial duty that conflicts with sexual desire, so it is out of the question due to conflict of interest.
Psychologists will tell you that sexual "experimentation" between siblings is common and natural, though I've never heard anyone make an argument that it's healthy. Usually, it is brief. If it goes on for a long time and into adulthood, it's dysfunctional because our biology is designed to always refresh itself with genes from outside the family strain.
When I was growing up, there was a man and woman who lived together. The neighborhood found out after a while that they were brother and sister. There were no public displays of affection, but in every other regard, they appeared to be man and wife. What went on behind closed drapes was anyone's guess, but people being what they are, there was speculation and gossip.
