In 1934, the United States ratified the Convention for the Unification of Certain Rules Relating to International Transportation by Air, October 12, 1929 (i.e. "the Warsaw Convention")
The U.S. first amended its participation in the treaty by rules that became effective on March 4, 1999. Liability is limited to $9.07 per pound, unless the passenger declares a special value and pays a surcharge. Passengers must complain about the loss within seven days.
So most likely the air line will pay her $500-$1000 for the missing bag's. I know that aint much. Her other option is too claim the lose on her homeowners insruance. Thats the only thing she can do.
