The US 'war on terror' has had a drastic impact on human rights worldwide, Amnesty International has warned.
And the US is among the worst culprits at eroding basic rights.
"The USA as the unrivalled political, military and economic hyper-power sets the tone for governmental behaviour worldwide," Secretary General Irene Khan said in the foreword to Amnesty International's 2005 annual report.
"When the most powerful country in the world thumbs its nose at the rule of law and human rights, it grants a licence to others to commit abuse with impunity."
The organisation said last year's abuse pictures of detainees at Abu Ghraib prison was never fully probed and the detention of inmates without charge were good examples of America's attitude.
"The detention facility at Guantanamo Bay has become the gulag of our times," Ms Khan.
Hundreds of people are being held in Guantanamo and the US airbase at Bagram in Afghanistan - some for more than
three years - without charge and with no access to legal representation.
Ms Khan said America's actions had "made the security situation worse".
She accused the US of 'subcontracting torture' to get information from detainees.
"The US government has gone to great lengths to restrict the application of the Geneva Convention and to 're-define' torture," she said.
"Governments are trying to subcontract torture. Justice is not just being denied it is being diverted," she said.
"To argue that torture is warranted is to push us back to the Middle Ages."
Colombia, Sudan and Zimbabwe were also singled out for criticism.
