A senseable way to approach this would be to make sure the secondary producers point to whom the primary producer was. He was there --- he took the picture or shot the video. Having to keep the same records over and over at every level is redundant, dangerous to the privacy of the talent, and unnessessary.
The only real reason for it is becasue what they really want is an obsenity conviction, but they will never get that, so they go for the next best thing -- a paperwork violation. It is very Copone-like really.
