Keeping this in mind as possible pattern....The DOJ could easily go after many lesser known people/companies who do not have the financial backing for a long court battle. This could allow them to win multiple cases that set more precedent in their favor...THEN they could go after the bigger fish.

Agree Aaron! It nice and easy to sample some small fry who will stuff their hands in the air and set a precedent - they can then fry some bigger fish...
It's a common practice in other areas.
