Here in Quebec, we get certificates from the gov for every movie/video release. They have the contract between the producer and distributor and emit a certificate. Each copy afterwards is sold to stores with an affixed sticker sold by the gov.
It is feasable by a provincial gov, how can it not be feasable by the mighty powerfull US gov ???

I think in the end they'll have to do something like this thread suggests.
It's a very fair system and the only way they'll silence the opposition.
In many ways, this system is even better for the industry than doing nothing at all. It solves alot of the uncertainty problems with people selling content and their models.
