It wouldn't be burdensome on the Department, because the Department would could create a special unit within the Department dedicated to the registry That unit would be more than 100% funded by annual fees of the people in the registry.
For ALL of adult entertainment, the unit could be easily handled by a staff of no more than 10 permanent people - that's
including the programming/IT staff.
Around ~50 extra temporary staff members would be needed to start (for maybe 90 days) to help process the initial surge of applications.
Several years to develop?
We could develop and deploy every aspect of this system in 90-150 days. And by every aspect I mean setting up the network and website, setting up the office, training the team members... everything.
