Makes sense .

Here in Quebec, we get certificates from the gov for every movie/video release. They have the contract between the producer and distributor and emit a certificate. Each copy afterwards is sold to stores with an affixed sticker sold by the gov.

It is feasable by a provincial gov, how can it not be feasable by the mighty powerfull US gov ???

Because it doesn't suit their goals...
