Here's how it works: The content thief submits his galleries to his TGP submission list, maybe the content owner gets lucky and one of the TGP owners recognizes the content as being stolen and reports that to the content owner (at this point at least a day or 2 has passed). Now the content owner makes attempts to contact the thief and request removal of the content. When the thief doesn't comply (more time has passed) the content owner files a DMCA notice with the host, sponsor, registrar, etc. Now they have time to respond to it (assuming the respond at all). By the time all these things have taken place the galleries have fallen off of the "higher traffic" pages and have been archived and are getting very little traffic so the thief then happily complies with the removal request from the host, sponsor, registrar, etc because they are no longer profiting from the gallery.

There are no negative consequences for the thief, that?s the problem! Assuming they are even caught in the act, the worst case scenario is that they are made to remove the content after it has stopped generating revenue for them.
