Your logic is flawed.
Son of sam has a vested interest of 3600.oo in the package.
He has made payment, not all of it but...
He has a vested interest that he can reasonably make good on should he be permitted to put the package on the market for sale to recoup his investment.
Otherwise you are are just taking his money and the house.
