Well tits aren't considered genitals (at least I don't think they are?) so I guess topless would be OK.
I noticed there's no mention of bodily fluids in there. Quite a loophole. Wouldn't it be hilarious if in their efforts to rid the net of porn all they did was get more bukakke sites on the net?
