Photoshop... no doubt about it.
GIMP is nice for a lazy sunday afternoon of goofing around.
Photoshop is all about gett'n down to bussiness.
GIMP is sort of like PaintShopPro, something for the hobbiest and newbs. Photoshop is for the professional and expirienced.
Plus no other program will optimize, render or handle images the way PS does it, it works with your OS to give you the best results insted of beating the shit out of it like other programs do.
In the end, it's all about what kind of work you're doing.
