Something to keep in mind about providers that offer ridiculously low pricing:
On the wholesale end, HE offers some of the industries lowest pricing, and just like with Cogent, this attracts resellers who want to be able to offer hosting to end users at rock bottom prices, sometimes at or near their own cost. The way they make money is by heavy overselling. This will sometimes lead people to believe that an Upstream provider like HE or Cogent has a shitty network when in reality they are just on a reseller network that is hitting the bandwidth limits it is provisioned (or paid) for.
The best thing to do if possible of course is to go to the source - or as high up as you possibly can. This way you can be sure to get exactly what you're paying for and experience the true performance and reliability of any given network.
If you can't go to the source, and you are spending what you feel is a considerable amount of money, then try to get the hosting company to give you a SLA with CIR guarantee or something.
