Visa is split into six regional operating organizations around the world which are separate legal entities. Visa US, Visa Canada and Visa Europe are all separately incorporated. The US government has power over Visa US, not so much power over the other regions. Which makes sense because different countries of the world have different laws and regulations for credit offering institutions.
Visa is owned by thousands of banks all over the world.
