Visa will tell you they are doing no more than responding to the sensitivities - expressed or perceived - of some of their clients. So long as there is no outcry from people who object either to censorship as such or to being denied the material Visa decide they should not see, why shouldn't they keep tightening the rules.
Meanwhile ccBill and the rest will claim that accepting Visa's dictates is just part of the cost of doing business with them. We can hardly blame processors for not being willing to champion rights we won't stand up for ourselves.
