Am I the only one who finds it strange that the only reason the IRS figured out that he hadn't paid his taxes is because an "agent happened to tune in to K-Rock and heard Crazy Cabbie ranting about his crime in May 2002"?

Don't they have better systems than that for knowing if someone hasn't paid taxes?
